Welcome from the Advisory Panel

The English version of the Canada Post Corporation Strategic Review Advisory Panel Report was submitted to the Honourable Rob Merrifield, Minister of State (Transport), on December 19 2008. The report will be made public after consideration by the Minister, and will be available at that time in English and French.

The Minister of Transport, Infrastructure and Communities and Minister responsible for the Canada Post Corporation has asked us to conduct a strategic review of the Corporation. We are asked to make recommendations to the Minister focusing on market and competition; public policy objectives and responsibilities; commercial activities and; financial and performance targets.

We will respect the four guiding principles indicated in the terms of reference:

• Canada Post will not be privatized and will remain a Crown corporation;
• Canada Post must maintain a universal, effective and economically viable postal service;
• Canada Post will continue to act as an instrument of public policy through the provision of postal services to Canadians; and
• Canada Post will continue to operate in a commercial environment and is expected to attain a realistic rate of return on equity.

In seeking the input of stakeholders, interested groups and Canadians across the country, the advisory panel accepted submissions until the closing date of September 2, 2008 at 11:59 p.m. EST.

We are now working towards finalizing our report to the Minister in December 2008.
